Αν και η Κίνα έχει υποσχεθεί ότι θα κλείσει τα ιδιωτικά εργοστάσια χαλυβουργίας και τα λιγνιτωρυχεία που λειτουργούν διάσπαρτα στην ύπαιθρο, πολλά από αυτά εξακολουθούν να λειτουργούν παράνομα κυρίως στην Εσωτερική Μογγολία που αποτελεί τμήμα της επικράτειας της Κίνας.
